Right of petition is guaranteed by Article 33 of the Constitution. It should be submitted as a written application addressed to the Seimas (Parliament), containing demands or proposals for resolving human rights problems, reforming government institutions, the administration and other issues. Such petitions may imply that a new law should be passed or that an existing law should be amended, supplemented or annulled.
Citizens of the Republic of Lithuania shall also have the right of legislative initiative (Constitution - Article 68). 50,000 citizens of the Republic of Lithuania who have the electoral right may submit a draft law to the Seimas and the Seimas must consider it.
