The right to present a request or proposal to any organ of sovereignty is included in the Constitution, Article 45. They must be about matters of general interest or in respect of specific matters relating to human rights, justice, administrative, civil or criminal law or procedure, labour relations, health care and insurance employment and unemployment, environmental protection, etc. Petitions will be dealt with by the Commission for Petitions, Human Rights and Equal Opportunities. Citizens’ Legislative initiative
Citizens can propose a draft law to the National Assembly and participate in the legislative process that they originate. Regulated by the Constitution, Article 88. The draft law must be proposed by a minimum of 5,000 citizens/voters and it must be presented in writing to the National Assembly, following some formal requirements (format).
The proposal for referendum must be made by a minimum of 40,000 citizens/voters. The referendum is then proclaimed by the National Assembly within 30 days from the acceptance of the proposal.
