Article 29º of the constitution provides that all Spanish citizens have the right to file a petition, individually or collectively, in writing and according to the law. Petitions should be sent to the Parliamentary Petitions Committee:

Citizen’s legislative initiative

The Spanish Constitution, Article 87º.3 describes the right of citizens to put forward draft laws – legislative initiative - to parliament (Congreso) following Organic Law No. 3 of 1984. A minimum of 500,000 signatures by accredited citizens is required, which is equivalent to 1.26%. The proposal must be presented to the High Table of Congress. (Mesa del Congreso).
