Background

The IT Unit provides ICT services and technical support to UNDP and 12 UN Agencies (70 persons) within UN House. These services are defined by client need and delivered in accordance with UNDP’s best practices for implementing ICT services.

The IT Assistant will maintain and monitor all active network equipment in order to ensure smooth network operation and assist in any other ICT related tasks assigned by the ICT Manager. The candidate will be able to provide IT support services to UNDP and sister Agencies on their own ICT Projects (Cloud storage, set up a VPN connection between office locations and create SharePoint work floors, maintain and upgrade local servers). To attain the above objectives, UNDP Brussels Office is seeking for an additional ICT Consultant to maintain the IT staffing ratio (50 users/IT personnel).

Duties and Responsibilities

Under the guidance and direct supervision of the ICT manager, the ICT Assistant is expected to provide technical assistance to office staffs as needed, resolve network problems promptly and accurately, Initiate process improvements to better answer user demands, troubleshooting of all ICT equipment and other related tasks assigned to him/her.

  • Provide daily report to the ICT Manager on the tasks accomplished, incidents and concerns during the day;
  • Assist in any other ICT related tasks assigned by the ICT Manager during the interim period;
  • Create automated solutions by using SharePoint 2013 workflows or web forms;
  • Coordinate with the IT team and other service support providers to effectively resolve incidents and requests, both hardware and software;
  • Ensure day-to-day functionality of all computing resources (Servers, Router, Firewalls, WIFI access points, Telephone systems, video conferencing facilities, etc.;   
  • Take ownership of issues by carrying out problem analysis to implement temporary or permanent fixes with the aim of restoring service to the customer as soon as possible; escalating incidents to other support teams where necessary;
  • Upgrade and reimage computer hardware and application software as required. (Install and configure desktop computers, printers, routers, switches, firewalls, smartphones, software deployment, security updates and patches);
  • Assist in the presentation of display materials and Video Conferencing events;
  • Provide orientation to New Users on the IT equipment, printers, scanners, door entry etc.;
  • Monitor, troubleshoot and resolve internet/Telephone connectivity problems;
  • Assistance in backup and restoration procedures for local drives. Maintenance of backup logs;
  • Assist in the procurement process of the IT items by liaising with Suppliers regarding quotes, defective equipment, evaluation equipment in accordance with the ICT Policy and Standards;
  • Supervise and process help desk support requests;
  • Help to accomplish administrative responsibilities (email creation, deletion, user orientation, create access code).

Functional Competencies:

  • Good knowledge of Windows Server 2008/2012;
  • Experience with firewalls, Internet VPN’s remote implementation, troubleshooting, and problem resolution is desired;
  • Experienced understanding of TCP/IP;
  • Good functional and technical knowledge of Microsoft Office 365 apps, Outlook, Symantec products, Windows 7/8/10;
  • Knowledge of SharePoint 2013 an asset;
  • Experience with network patching and cabling;
  • Familial with social media including Facebook, Twitter, YouTube, WhatsApp, Instagram and more;
  • Plans, prioritize and delivers tasks on time;
  • Good judgment and ability to organize office work and prepare correspondence on own initiative.

 

Required Skills and Experience

Education

  • Secondary education preferably in mathematics or science related subject, and/or relevant IT qualifications with specialized formal training in computer Science.

Experience

  • 3 years’ experience in IT, including Networking and Server installation and administration, knowledge of database packages, experience in web design Experience in the usage of computers and office software packages (MS Word, Excel, etc.);
  • IP Networking including, Routers, Firewalls, WIFI, Network printers, VPN, WAN, DNS and DHCP;
  • Administration and deployment of Windows servers and active directory;
  • Cisco and Microsoft trainings are strongly preferable;
  • Familiarity with backup and recovery software and methodologies;
  • Prior work experience gained in a Service Desk client orientated environment;
  • Able to diagnose hardware and software faults;
  • Able to communicate at all levels;
  • Able to work both as a part of a team or on own initiative;
  • UN experience is desirable, but not mandatory.

Language

  • Excellent writing, editing, and oral communication skills in both English and French.

APPLICATION SUBMISSION PROCESS

Step 2: Submission of Financial Proposal

Applicants are instructed to submit their financial proposals in Euro for this consultancy to [email protected] using the financial proposal template available here: IC Offeror's Letter Confirming the Interest. The proposals should be sent via email with the following subject heading: “Financial Proposal - ICT Assistant” latest by November 13th, 2017." Proposals to be received after the deadline will be rejected. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal should be all-inclusive and include a breakdown. The term ‘all-inclusive” implies that all costs (professional fees, insurance, etc.) that could possibly be incurred by the Contractor are already factored into the financial proposal. No travel expenses will be involved, as this assignment does not foresee any travel.

Application Evaluation Process:

Individual consultants will be evaluated based on the cumulative analysis methodology (weighted scoring method), where the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of technical and financial criteria specific to the solicitation;
  • Technical Criteria weight: [70%];
  • Financial Criteria weight:  [30%].

Only Individual Consultants obtaining a minimum of 70% on the Technical evaluation would be considered for the Financial Evaluation.

Technical Criteria - 70% of total evaluation – max. 100 points:

  • Criteria A – Relevant knowledge and professional work experience relevant to the role – max points: 30;
  • Criteria B – Specific experience in managing networks and windows servers – max points: 20;
  • Criteria C – Interview Assessment – max points: 50.

Financial Criteria - 30% of total evaluation – max. 30 points

The following formula will be used to evaluate financial proposal:

  • p = y (µ/z), where;
  • p = points for the financial proposal being evaluated;
  • y = maximum number of points for the financial proposal;
  • µ = price of the lowest priced proposal;
  • z = price of the proposal being evaluated.

Payments will be made only upon confirmation of UNDP on delivering on the contract obligations in a satisfactory manner.

UNDP will apply a fair and transparent selection process that will take into account both the technical qualification of Individual Consultants as well as their price proposals. The contract will be awarded to the candidate obtaining the highest combined technical and financial scores.
