Petitions must be addressed to the President of the Assembly. They can also be submitted by a member of the assembly. The right of petition is described in Section 4 of the Ordinance of 17 November 1958, on the functioning of parliamentary assemblies and sections 147-151 of the Rules of the National Assembly.

Citizen’s legislative initiative

According to Article 72-1 of the Constitution, citizens can propose to their local assemblies to table an issue for debate and or referendum.
