\u00a0The Secretary-General has appointed Ingibj\u00f6rg S\u00f3lr\u00fan G\u00edslad\u00f3ttir of Iceland as one of three members of a fact finding mission regarding the 29 July 2022 Incident at Olenivka.\u00a0 \u00a0Lieutenant General (Retired) Carlos Alberto dos Santos Cruz of Brazil will lead the Fact-Finding Mission, whose other member is Issoufou Yacouba of Niger.\u00a0<\/strong><\/p>\n

On 3 August 2022, the Secretary-General announced his decision to launch a Fact-Finding Mission regarding the 29 July 2022 Incident at Olenivka. 57 Ukrainian prisoners of war were killed in an attack on a prison in the non-government controlled east Ukrainian town of Olenivka. \u00a0The appointment\u00a0follows<\/a> requests from the Governments of Ukraine and the Russian Federation. The Mission will endeavor to ascertain the facts of the incident and report to the Secretary-General upon completion of its work.<\/p>\n

Fact- finding mission<\/strong><\/h3>\n

Ms.\u00a0Ingibj\u00f6rg\u00a0S\u00f3lr\u00fan\u00a0G\u00edslad\u00f3ttir\u00a0brings\u00a0to the\u00a0Fact-Finding\u00a0Mission\u00a0over 40 years of\u00a0experience in\u00a0international and national public service. Most recently, she served as Deputy Special Representative of the Secretary-General for Iraq\u00a0from\u00a02021 to\u00a02022. Prior to that, Ms.\u00a0G\u00edslad\u00f3ttir\u00a0carried out various\u00a0high-level\u00a0assignments with the Organization for Security and Cooperation\u00a0in Europe (OSCE)\u00a0and UNWOMEN.\u00a0She was Iceland\u2019s Foreign Affairs Minister from 2007 to 2009. She also served as a\u00a0member of Parliament for seven years and\u00a0as\u00a0Mayor of Reykjav\u00edk for nine years.<\/p>\n

General dos Santos Cruz\u00a0has over\u00a045\u00a0years of national and international military\u00a0and civilian\u00a0experience.\u00a0In 2017, he led a\u00a0United Nations\u00a0high-level review on addressing violence against UN peacekeepers.\u00a0\u00a0General dos Santos Cruz\u00a0served as Force Commander of the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo\u00a0(MONUSCO) from\u00a02013 to\u00a02015,\u00a0and of\u00a0the United Nations Stabilization Mission in Haiti\u00a0(MINUSTAH) from\u00a02007 until\u00a02009.\u00a0He\u00a0has\u00a0held numerous leadership positions in Brazil.<\/p>\n

Mr. Issoufou Yacouba\u00a0brings\u00a0several decades of experience\u00a0in\u00a0national and international\u00a0police service. Most recently, Mr. Yacouba was Police Commissioner at\u00a0the United Nations Multidimensional Integrated Stabilization Mission in Mali\u00a0(MINUSMA)\u00a0from\u00a02016 to 2021. Prior to that he\u00a0also\u00a0served\u00a0with\u00a0the United Nations Operation in Burundi (ONUB)as Deputy Police Commissioner\u00a0and\u00a0served in his country\u2019s police\u00a0force, including as Inspector General. Mr. Yacouba also served as\u00a0regional\u00a0governor.<\/p>\n
