Belgium as incoming Presidency of the Council of the European Union is teaming up with UNODC to organize a panel discussion on the critical theme of access to controlled substances for medical and scientific purposes,  building upon the “Access and Availability”-initiative started within the Commission on Narcotic Drugs at its 65th session in March 2022.

Despite growing global advocacy for access to controlled substances, progress has not been fast enough, and significant challenges and barriers remain. In light of the 2024 Belgian EU Council Presidency and the upcoming 2024 high-level mid-term review of progress made with the implementation of international drug policy commitments by the Commission on Narcotic Drugs, the panel discussions will serve as critical opportunity to bring together policymakers and stakeholders to engage in a comprehensive dialogue to enhance collaboration as well as to explore avenues towards increasing political and financial support for this area of work.

The discussion will be moderated by Ambassador Ghislain D’Hoop, former Chair of the Commission on Narcotic Drugs at its 65th session.
